FEMA’s Grant Programs Directorate is pleased to announce the release of updated Procurement Under Grants fact sheets available in the Resource Library: Purchasing Under a FEMA Award. These fact sheets reflect changes made by the Office of Management and Budget (OMB), effective on Oct. 1, 2024, to the Federal Procurement Standards in Title 2 of the Code of Federal Regulations (C.F.R.). The fact sheets are designed to support recipients and subrecipients of FEMA grant funding when purchasing under a FEMA award.
The following fact sheets were updated:
- 2024 OMB Revisions
- Indian Tribes
- Nonprofits and Religious Organizations
- States
- Emergency & Exigency Circumstances
- Prepare Before a Disaster
- Managing Fraud Risks
- Using the General Services Administration (GSA) Schedule
The updates to these fact sheets apply to FEMA financial assistance awards and disaster declarations issued on or after Oct. 1, 2024. Additionally, please note the increases to the Federal micro-purchase threshold and the simplified acquisition threshold, effective Oct. 1, 2025.
