05-06-08 JOB POSTING NOTICE - Project Coordination Officer Posting for Temporary Position ISSUE DATE: May 6, 2008 PROJECT BACKGROUND: A nationally-renowned vendor, TetraTech, Inc has been retained by the Sector Delaware Bay Area Maritime Security Committee (AMSC) through its Fiduciary Agent (FA), the Maritime Exchange for the Delaware River and Bay (MEX) to develop, coordinate, plan, design and implement a comprehensive strategy and Port-wide Risk Management/Mitigation and Business Continuity and Resumption of Trade Plan that identifies risks, gaps, vulnerabilities, and recommends enhancements which will achieve more effective and efficient maritime pre- and post-incident mitigation, response, recovery, resiliency, continuity of operations, and resumption of commerce objectives. TetraTech has been charged with identifying ways to increase the real-time situational awareness and information sharing across all public and private port stakeholders and incorporate these solutions into the appropriate plans, with long-term investments in equipment, programs, and initiatives to reduce those vulnerabilities for the port community as a whole. TetraTech will need to perform an analysis of previously conducted assessments, including an in-depth evaluation of the Area Maritime Security Plan (AMSP) and the Philadelphia Area Contingency Plan (ACP), as well as other assessments performed for all facilities regulated under the Maritime Transportation Security Act (MTSA). Additionally, TetraTech will conduct outreach efforts to the public and private sector critical infrastructure, non-governmental organizations, MTSA regulated organizations, and other stakeholders in the Sector. Phase I will also include a review of Port Security Grant (PSG) awards to the Sector and identifying specifically the areas of vulnerabilities mitigated through the measures financed with the awards. Phase II is the plan development stage where Tetra Tech will identify recommendations for activities to support the resumption of trade that are essential for regional economic viability following disruption of the MTS. Tetra Tech will conduct the economic analysis using Impact Analysis for Planning (IMPLAN), an input-output economic model. POSITION DESCRIPTION: The purpose of this posting is to recruit, select, and hire an individual with the level of expertise and experience necessary to fill the role as AMSC Project Coordination Officer (PCO)/Project Manager. This individual will act primarily as a liaison between the AMSC, its Sub-Committees, United States Coast Guard (USCG), TetraTech (TT), and the MEX/FA. The role of the AMSC PCO will be to ensure that contract milestones and deliverables are met, ensure consistency with the approved Scope of Work/contract, ensure costs are allowable, eligible and consistent with the approved budget, ensure that AMSC gets what they are paying for, and be available to support, advise and assist TT, in a timely manner, as may be needed for them to fulfill the terms of the contract. The selected individual will be tasked with all of the PCO activities listed above. SALARY/COMPENSATION WORK HOURS Forward Résumés To: 03-19-08 NOTICE OF INTENT TO AWARD (NIA) Please be advised that it is the intent of the Area Maritime Security Committee (AMSC) Sector Delaware Bay, through its designated Fiduciary Agent (FA), the Maritime Exchange for the Delaware River and Bay, to make a contract award to the following vendor pursuant to their proposal submitted in response to the referenced Request for Proposal. Tetra Tech, Inc. This award will be made in accordance with the procedures set forth below, and is contingent upon the future availability of funds, the execution of discovery procedures, and the successful resolution of contract negotiations. The Captain of the Port (COTP), Sector Delaware Bay, as the Federal Maritime Security Coordinator (FMSC), shall, on behalf of the AMSC and in accordance with the recommendations of the AMSC Managing Board and its relevant Sub-Committees, have authority to award orders or contracts to the vendor(s) best meeting all specifications and conditions. The COTP/FMSC, Sector Delaware Bay reserves the right to resolve tie bids, reject any or all bids, or to award in whole or in part, if deemed to be in the best interest of the Sector to do so. Further, the COTP/FMSC reserves the right to waive minor elements of non-compliance with bid specifications, if it is deemed to be in the best interests of Sector Delaware Bay. VENDOR LIMITED RIGHT TO PROTEST – Any unsuccessful bidder has the right, except in cases of emergency, to protest the proposed award of the contract. All efforts should be made to avoid frivolous protests. Unless otherwise stated in the RFP, a bidder's protest must be submitted to the Fiduciary Agent, within 10 working days of receipt of written notification that its bid has not been accepted, or the posting of a notice, such as this one, that an award of contract is imminent. If deemed in the best interest of the Sector, the COTP/FMSC may shorten this 10-day protest period, but shall, nevertheless, in doing so, provide at least 48 hours notice for bidders to respond in writing to a proposed award notice. In cases of extreme emergency, documented within the public record, the COTP/FMSC reserves the right to waive the protest period entirely. PROTEST PROCEDURE – The bidder protest must be submitted in writing to the Fiduciary Agent, with an original signature from a general partner of the firm or from both general partners if it is a joint partnership, within the above 10-day protest period to the following address: Maritime Exchange for the Delaware River and Bay The burden of proof for all protests rests primarily with the unsuccessful bidder who has submitted the protest. So, to the extent known at the time, the bidder’s written protest shall include the reasons for the protest and any presumptive errors or omissions in the procurement process which the bidder can identify, as potentially harmful to them and relevant to the award decision. All official documentation pertinent to scoring and ranking of proposals is available for review by contacting the Fiduciary Agent as above. Unless otherwise stipulated, all procurement protests will be resolved by vote of the AMSC Managing Board within 20 days of the close of the 10-day protest period. STANDARD AWARD EXCEPTIONS – Where, during the process of contract negotiation with the successful bidder, it is discovered that the successful bidder has a history of performance problems as documented by formal complaints and/or prior contract cancellations for cause, a bidder may be bypassed for this award and another bidder may be selected for award by the COTP/FMSC, Sector Delaware Bay, without further notification to unsuccessful bidders. Further, where, during the course of contract negotiation with the successful bidder, it is discovered that the successful bidder has willfully presented false information, fabricated any documents, or fraudulently presented any certifications, a bidder may be bypassed for this award and another bidder may be selected for award by the COTP/FMSC, Sector Delaware Bay, without further notification to unsuccessful bidders. Nevertheless, in the course of exercising the bypass option explained above, the COTP/FMSC, Sector Delaware Bay, may decide to re-issue the Notice of Intent to Award (NIA) pertaining to this solicitation. If this occurs, vendors should anticipate that the protest period will start over again with each NIA posting. CLOSING REMARKS - Thank you for the considerable time and effort expended by all of the vendors in the preparation of bid proposals. On behalf of the AMSC, we welcome continued interest in future procurement opportunities for Sector Delaware Bay. 02-01-08: Coast Guard Wants Consultants for Port-Wide Security-Related Study Philadelphia — Congress recently authorized the Secretary of Homeland Security to provide an additional $6 million in supplemental grant funding for the increased security of the Delaware River and Bay and it’s critical infrastructure. In order to facilitate this effort, the U.S. Coast Guard, Sector Delaware Bay, through the Area Maritime Security Committee (AMSC), is soliciting the assistance of security consultants from the private sector. Similar federal funding, in previous years, has helped the region make enormous progress toward the security enhancements necessary to protect the port, it’s facilities, and it’s citizens. The Secretary of Homeland Security and Congress have now mandated that the region develop a more comprehensive strategy and plan that identifies further risks, gaps, vulnerabilities and future enhancements which will achieve more effective and efficient maritime security against threats and recovery from all types of disasters. Once selected, the consultant will perform a comprehensive review of existing security plans within the region.
