AGENCY: U.S. Customs and Border Protection, Department of Homeland=20
Security.

ACTION: 30-Day Notice and request for comments; Extension of an=20
existing information collection: 1651-0020. Proposed collection;=20
comments requested.

SUMMARY: U.S. Customs and Border Protection (CBP) of the Department of=20
Homeland Security has submitted the following information collection=20
request to the Office of Management and Budget (OMB) for review and=20
approval in accordance with the Paperwork Reduction Act: Crew Effects=20
Declaration. This is a proposed extension of an information collection=20
that was previously approved. CBP is proposing that this information=20
collection be extended with a change to the burden hours. This document=20
is published to obtain comments from the public and affected agencies.=20
This proposed information collection was previously published in the=20
Federal Register (73 FR 36543) on June 27, 2008, allowing for a 60-day=20
comment period. One public comment was received. This notice allows for=20
an additional 30 days for public comments. This process is conducted in=20
accordance with 5 CFR 1320.10.

DATES: Written comments should be received on or before October 9,=20
2008.

ADDRESSES: Interested persons are invited to submit written comments on=20
the proposed information collection to the Office of Information and=20
Regulatory Affairs, Office of Management and Budget. Comments should be=20
addressed to the OMB Desk Officer for Customs and Border Protection,=20
Department of Homeland Security, and sent via electronic mail to <A =

SUPPLEMENTARY INFORMATION: U.S. Customs and Border Protection (CBP)=20
encourages the general public and affected Federal agencies to submit=20
written comments and suggestions on proposed and/or continuing=20
information collection requests pursuant to the Paperwork Reduction Act=20
(Pub. L.104-13). Your comments should address one of the following four=20
points:
    (1) Evaluate whether the proposed collection of information is=20
necessary for the proper performance of the functions of the agency/
component, including whether the information will have practical=20
utility;
    (2) Evaluate the accuracy of the agencies/components estimate of=20
the burden of the proposed collection of information, including the=20
validity of the methodology and assumptions used;
    (3) Enhance the quality, utility, and clarity of the information to=20
be collected; and
    (4) Minimize the burden of the collections of information on those=20
who are to respond, including the use of appropriate automated,=20
electronic, mechanical, or other technological collection techniques or=20
other forms of information technology, e.g., permitting electronic=20
submission of responses.

    Form Number: CBP Form-1304.
    Abstract: CBP Form-1304 contains a list of crew's effects that are=20
accompanying them on the trip, which are required to be manifested. It=20
also contains the statement of the master of the vessel attesting to=20
the truthfulness of the merchandise being carried on board the vessel=20
as crew's effects.
    Current Actions: This proposal is being submitted to extend the=20
expiration date and to make a change to the burden hours in accordance=20
with public comments that CBP received.
    Type of Review: Extension (with change).
    Affected Public: Business or other for-profit institutions.
    Estimated Number of Respondents: 9,000.
    Estimated Number of Annual Responses: 206,100.
    Estimated Time Per Response: 60 minutes.
