- The Captain of the Port Delaware Bay is notifying mariners that projections indicate the potential for heavy weather in the coastal and Bay area of the COTP Zone as a result of Hurricane Noel over the next 24 hours. The possibility exists that the Port of Philadelphia and surrounding areas will experience high winds and increased seas and surf. All vessels, facilities, marinas are asked to take adequate precautions and review the Port Hurricane Contingency Plan and storm preparation checklist dated 23 May 2006. All vessels, facilities, and marinas are urged to monitor the weather and prepare for any possible impact. Please review the entire MSIB below.

- In accordance with 33 CFR Part 125, the Transportation Security Administration (TSA) will conduct threat assessment screening of facility employees and longshoremen. In order to accomplish screening, interested parties will provide information to TSA through the U.S. Coast Guard’s Homeport Web portal at: http://homeport.uscg.mil.

- The International Ship and Port Facility Security Code and the Maritime Transportation Security Act Required new security procedures for vessels and waterfront facilities. Access control is the cornerstone of the security regime. This MSIB details the procedures that the U.S. Coast Guard will follow when accessing commercial vessels or facilities when performing law enforcement duties.

- 10/07/05 USCG MSIB 24-05b Upriver Anchorage Restrictions
- The U.S. Coast Guard is establishing a safety zone, in the Delaware River, Marcus Hook Range, October 9, 2005 thru November 20, 2005. The ACOE will be conducting dredging operations in the channel and vessels transiting the Marcus Hook Range will be diverted from the main shipping channel through Anchorage 7. Vessels must operate at the minimum safe speed necessary to maintain steerage and reduce wake.
During this time period vessels desiring to use Marcus Hook Anchorage/Anchorage 7, must obtain permission from the Captain of the Port, Delaware Bay, at least 24 hours in advance, at (215) 271-4807. The COTP will only permit one vessel at a time to anchor in Anchorage 7. Permission to anchor will be granted on a "first-come, first-serve" basis. Vessels will not be permitted to occupy the anchorage for more than 12 hrs.

- 10/07/05 USCG MSIB 25-05a Notification of a Regulated Navigation Area Established for the Liberty Grand Prix Powerboat Competition
- The Captain of the Port Delaware Bay is notifying the maritime community of a Regulated Area that will be established on the Delaware River, between the Walt Whitman Bridge and Ben Franklin Bridge, on October 9th, 2005.
The Offshore Performance Association will be sponsoring a high speed powerboat competition on the Delaware River. The river will have controls established in an effort to provide safety for event participants, spectators, and commercial traffic.
On October 8th, between the hours of 12 PM and 3 PM, contestants intend to test their race craft on the NJ side of the Delaware River in the vicinity of the Battleship New Jersey and proceed north to the aquarium. At no time during the testing will the race boats be permitted to enter the Federal Navigation Channel. These vessels should not affect commercial traffic.

- 09/28/05 USCG MSIB 24-05A Suspension of Restrictions on Upriver Anchorages
- The U.S. Coast Guard is notifying the maritime community that the restrictions established by the Marcus Hook safety zone are suspended until further notice. The Norfolk Dredging Co. dredge Pullen, which is under contract with the U. S. Army Corps Of Engineers (ACOE), has experienced equipment failure causing the annual dredging of the Delaware River in the Marcus Hook area to be delayed.
As of September 28, 2005 agents of vessels that wish to anchor in Anchorage 7 (Marcus Hook Anchorage), Anchorage 9 (Mantua Creek Anchorage), and Anchorage 6 (Deepwater Point Anchorage) may return to normal operating procedures until further notice.
Mariners will be notified by a Broadcast Notice to Mariners as to when the dredging operations will resume.

- The Captain of the Port (COTP) Philadelphia is notifying mariners that the safety zone, enacted to protect oil spill response personnel by requiring vessels to minimize their wake in the Delaware River, from the Commodore Barry Bridge to the Benjamin Franklin Bridge has been terminated. All vessels may transit this area without restriction.

- The Captain of the Port (COTP) Delaware Bay is notifying mariners that flooding is occurring on the Delaware River. Mariners are urged to use extreme caution when transiting the COTP Delaware Bay zone.
- There are currently no restrictions in place, however mariners should be aware of the hazards associated with excessive debris due to flooding and use extreme caution during transits.

- 03/21/05 USCG MSIB 17-05 Safety Zone Passage Instructions (Oil Spill Response Operations (T/V) Athos I):
- The Captain of the Port (COTP), Philadelphia is notifying mariners that a safety zone has been enacted in the Delaware River from the Commodore Barry Bridge to the Benjamin Franklin Bridge. This criteria was developed in partnership with the Unified Command for the T/V ATHOS I response operations to protect clean up crews from excessive wake caused by transiting vessels. All masters, ship agents, and owners and operators of all vessels, marine facilities and marinas should review and adhere to the procedures as follows.
- All vessels are allowed to transit the safety zone, but must minimize wake as to not affect clean-up operations
- The COTP Philadelphia may establish additional requirements if conditions warrant.

- 11/17/04 USCG MSIB 45-04 Cancellation of Annual Marcus Hook Dredging and Restrictions on Upriver Anchorages:
- The Army Corps of Engineers recently completed a survey of the Marcus Hook Ship Channel concluding insufficient shoaling has occurred this year to warrant dredging operations. Accordingly, the annual dredging operation in the channel has been canceled. The Coast Guard safety zone restrictions normally established on the Delaware River around the Marcus Hook anchorage, Deepwater anchorage, and Mantua Creek anchorage will not be implemented this year.

- 11/23/04 USCG MSIB 45-04 Missing Gasoline Fuel Tanker
- The Captain of the Port Philadelphia is asking the port of Philadelphia to be on the lookout for a 44-foot gasoline fuel tanker stolen in April 2004 from a parking lot in Pennsauken, NJ . The 44-foot gasoline fuel tanker, which was initially thought to have been stolen for parts, has been missing for several months and is generating concern amongst federal law enforcement agencies. The fuel tanker is similar to the recovered fuel tanker stolen from TK Transport Terminal on April 10-11, 2004.
- If you have any information concerning this missing gasoline fuel tanker you should immediately report it to the National Response Center at 1-800-424-8802 or Email: lst-nrcinfo@comdt.uscg.mil. Facilities should also report this information to the local Captain of the Port Philadelphia at 215-271-4940/4807.
- 11/17/04 USCG MSIB 44-04 ISPS/MTSA Security Compliance Targeting Matrix Update
- This information bulletin is provided as part of our continuing effort to keep you informed of any new issues that develop regarding our Port State Control program. Over the past several months we have issued 5 bulletins addressing ISPS/MTSA compliance and enforcement; 13-04, 20-04, 25-04, 27-04 and most recently 38-04
- As noted in MSIB 38-04, a significant factor impacting Coast Guard decision-making in how to treat an incoming vessel, is if a vessel visited an ISPS non-compliant country during its last five port calls. Countries identified as ISPS non-compliant are considered to have inadequate anti-terrorism measures at their port facilities. Vessels that have visited these ports pose an increased security risk and are therefore subject to increased scrutiny. Please see the attached Port Security Advisory for an updated list of non-compliant countries as well as specific steps that should be taken to improve a vessel’s security posture while visiting a non-compliant country.

- 09/21/04 USCG MSIB 38-04 ISPS/MTSA Security Compliance Trageting Matrix
- This information bulletin is provided as part of our continuing effort to keep you informed of any new issues that develop regarding our Port State Control Program. Over the past several months we have issued 4 bulletins addressing ISPS/MTSA compliance and enforcement; 13-04, 20-04, 25-04, and 27-04. I recommend you review each of them as much of the information they contain is still pertinent. Most recently, the Coast Guard has started using a risk assessment methodology to best evaluate an arriving vessel’s security compliance. This methodology is similar to that currently used to determine when Port State Safety exams are conducted for arriving vessels. The ISPS/MTSA Security Compliance Targeting Matrix is the basic tool we will use to accomplish assessments for each vessel prior to issuing a Vessel Control Notice (VCN).

- The International Ship and Port Facility Security Code and the Maritime Transportation Security Act required new security procedures for vessels and waterfront facilities. Access control is the cornerstone of the new security regime. This Marine Safety Information Bulletin details the procedures that the U.S. Coast Guard, U.S. Customs and Border Protection, and U.S. Immigration and Customs Enforcement will follow when accessing commercial vessels or facilities when performing law enforcement duties.

- 09/02/04 USCG MSIB 36-04 Facility Access Guidelines for the Ports of the Delaware River
- We would like to inform the maritime community that the Captain of the Port Philadelphia, in conjunction with the Area Maritime Security Committee, has developed a set of guidelines and protocols that will effectively address the issue of facility access for the ports of the Delaware River. The guidelines and protocols are based upon the extensive research and expertise from members of the Area Maritime Security Committee and are in direct alignment with the regulations set forth by the Maritime Transportation Security Act of 2002 (MTSA). Attached with this MSIB are the following documents: facility access guidelines, facility access request notification, and the Seaman’s Church Institute Ship visiting protocols. It is highly recommended that facilities, agents, and vessel operators follow these guidelines to bolster security and ensure the port is protected against possible acts of terrorism. - 07/22/04 USCG MSIB 32-04 NOTIFICATION OF SUSPICIOUS ACTIVITY AND/OR SECURITY BREACHES
- The Captain of the Port (COTP) Philadelphia wants to reiterate the notification procedures to follow should anyone in the port community notice an incident of suspicious activity or a security breach.
- Make all reports of any suspicious activity and/or any breaches of security to both the National Response Center (NRC) and the COTP Philadelphia.
- USCG MSIB 21-04 Implementation of Vessel and Facility Security Requirements
- The Maritime Transportation Security Act of 2002 (MTSA) and the International Ship and Port Facility Security Code (ISPS) come into full effect on 01 July 2004, providing the framework for establishing global maritime security. The U.S. Coast Guard will consistently and aggressively enforce these rules by verifying implementation of the required security plans.
