The Philadelphia District was established in 1866 to manage the water resources of the Delaware River Basin, and of the Atlantic Coast from New Jersey’s Manasquan Inlet to the southern boundary of Delaware.

    • The September 12, 2008 Federal Register included a request for comments from the U.S. Army Corp of Engineers (USACE) concerning its revisions to the Principles and Guidelines (P&G) for Water Resources Development projects.  Section 2031 of the Water Resources Development Act of 2007 (Pub. L. 110–114) directs the Secretary of the Army to revise the Economic and Environmental Principles and Guidelines for Water and Related Land Resources Implementation Studies, dated March 10, 1983, and to apply the revisions to all water resources projects carried out by the Secretary, other than projects for which the Secretary has already commenced a feasibility study.  The subject of this notice is to revise and update the Principles, followed by a revision of the Guidelines. 

      This policy document will guide future water resources projects, to include new channel deepening projects and disposal facility development.
